        The eldest of three children of Sir Francis Jones Barnard and Ellen Stillman. Much like his father before him, Sir Frank Stillman Barnard was a central figure in the elite of Victoria and British Columbia during the late 19th and early 20th centuries. He served briefly on Victoria City Council, was a member of Parliament and was lieutenant-governor from 1914-1919. Frank was knighted in 1918.

        Barnard’s connection to Esquimalt is that the mansion at 730 Sea Terrace aka "Clovelly" was built for him in 1896. It was demolished in 1978 and redeveloped. During redevelopment, the greenspace park that is now to the east of 730 Sea Terrace was named after him: Barnard Park http://www.masonichistoryvictoriabc.ca/sir-frank-stillman-barnard/
